What would you be using the bio and photo for? I think the best way to show you're ready to be published is to submit your work. Enter contests. Go to conference and network and pitch. I feel a bio and photo can wait. You have your website which gives you a presence and that's a place you could have a bio about yourself and a picture. Interesting topic and I'm waiting to see what other responses are :)

I agree with Nicki.
You can have a bio and photo on your website and develop anything else as you need it.
